1. What is the Early Refund of Bill Deposit (ERBD)?

Starting May 2026, the bill deposit along with the corresponding interest shall be automatically refunded through credit to monthly bills for the following customers:

  • Lifeline customers with 100% discount
  • Residential customers who have consistently paid their bills on or before the due date for the past two (2) years 

2. Who is eligible for an Early Refund of Bill Deposit (ERBD)?

The following customers are eligible for an Early Refund of Bill Deposit (ERBD):

  • Lifeline customers with 100% discount
  • Residential customers who have consistently paid their bills on or before the due date for the past two (2) years 

3. How can I claim my Early Refund of Bill Deposit (ERBD)?

Starting February 21, 2026, qualified residential customers are no longer required to submit any document to claim the refund. We shall automatically credit your deposit, including interest earned to your bill.

This is in compliance with the recent Amendments to the Magna Carta for Residential Electricity Consumers, published by ERC on February 6, 2026.

4. What if I fail to pay my bill on time? / What if I am no longer eligible for 100% Lifeline discount? 

Under the Energy Regulatory Commission’s rules, if you fail to pay your monthly bills on time or becomes ineligible for 100% Lifeline discount, after getting an Early Refund of Bill Deposit (ERBD), the bill deposit will be reimposed. You will also lose the right to refund the bill deposit prior to the termination of your service. 

5. What happens to my bill deposit if I start paying my bills on time again or become eligible for the 100% Lifeline discount? 

Customers may again qualify for an early refund of their bill deposit once they meet the following criteria:

  • Lifeline customers who regain their 100% discount may receive the early refund of their bill deposit after six (6) months.
  • Residential customers who consistently pay their bills on or before the due date may receive the early refund of their bill deposit after two (2) years. 

6. What is the impact of the recently promulgated Amendments to the Magna Carta for Residential Electricity Consumers (MCREC) on bill deposit?

The Amendment updates the criteria and refund method for residential customers eligible for Early Refund of Bill Deposit:

1.The requirement has been reduced from three (3) consecutive years to two (2) consecutive years of consistent payment on or before the due date.

2. Documents are no longer required to claim the refund. We shall automatically credit your deposit (including interest earned) to your monthly bills.

7. How will I know if I received the refund? 

You will be notified through a bill ad and you will find the details of your bill deposit refund under the Applied Credits section at the back of your bill.

Customers who are entitled for an early refund of bill deposit will now be notified via bill ad.

  • Customers with 100% Lifeline Discount

  • Customers who pay their bill on or before their due date for the past two (2) years

  • Customers with 100% Lifeline discount and paid their bills on or before the due date for the past two (2) years.
