The Bill Deposit is an amount required from all customers of all distribution utilities as a guarantee for payment of electric bills, similar to a security deposit for a home. It is equivalent to the estimated monthly bill based on the declared load schedule provided upon your application for electric service. The bill deposit earns interest, in accordance with the existing rules of the ERC.

*The declared load schedule (list of appliances and their expected usage) is used solely as bases for projecting electricity consumption and computing the initial bill deposit. Actual billing will still be based on recorded meter usage once the service is energized.
 

Annual Update of Bill Deposit

Every year, we review if your existing bill deposit is enough to cover your average monthly bill and make adjustments if necessary. 

  • If the deposit is not enough, we collect an additional amount. This will be payable in installments over a period of twelve (12) months.
  • If the deposit is more than what is required, we refund the excess to your bills together with the accrued interest. 
  • You will be informed of any changes made via letter or through your electric bill.
  • The annual update of bill deposit takes place during the customer’s contract anniversary month.

Yes, bill deposits earn interest based on the savings account interest rate of the Land Bank of the Philippines. The earned interest is automatically credited to the customer’s bill during the annual update of bill deposit (AUBD).

Why does Meralco require an annual update in the bill deposit?

Who are required to update their bill deposit?

An update of bill deposit is required from the following:

  • Existing customers applying for transfer of service;
  • Existing customers applying for an increase in load/ capacity;
  • Existing customers with disconnected services applying for a reconnection, and who were previously not subjected to bill deposit;
  • Existing customers whose actual average monthly consumption for the past twelve (12) months increased by more than 10% of the initial or existing bill deposit;
  • Existing customers who have previously availed of the early refund of bill deposit (ERBD) due to good credit rating and who later default in payment of their monthly bill/s.
  • Existing customers who availed the early refund of bill deposit due to Lifeline eligibility and who later becomes ineligible to 100% discount.
  • All active services with bill deposit balance shall undergo bill deposit update.

Who are exempted from the annual paying/updating of bill deposit?

Residential customers exempted from updating their bill deposit:

  • Customers qualified for the Lifeline Program with a 100% discount on their electricity bills are exempted from updating their bill deposit.
  • Customers who have consistently paid their electric bills on or before the due date for two (2) consecutive years, who were refunded their bill deposit and continues to pay on time.
  • A service with a new deposit charge (due to application for additional load) within the past 12 months shall be exempted from the scheduled Update.
  • Customers whose existing bill deposit plus interest and average monthly bill for the past 12 months has a difference of +/-10%.

Non-residential customers who consistently pay all monthly bills on or before the due date for three (3) consecutive years are exempted from updating their bill deposit.

What will happen if I don’t pay/update my bill deposit?

Non-payment of additional/adjusted bill deposit shall be a ground for disconnection of electric service.

What is the impact of the recent Amendments to the Magna Carta for Residential Electricity Consumers (MCREC) to the bill deposits?

  • Customers will now be notified via bill ad on the collection of the bill deposit one month in advance
